2025 CEPCI updates: December (prelim.) and November (final)

The preliminary value for the CE Plant Cost Index (CEPCI) for December 2025 (most recent available) rose slightly compared to the previous month’s value. The increase is the third consecutive monthly increase since the data disruption from the federal government shutdown last fall. The CEPCI values have reached all-time highs, surpassing the previous highest values recorded in 2022 during the COVID-19 pandemic. The uptick for December 2025 CEPCI was a result of increases in all four of the subindices. Equipment and Buildings subindices had the largest increases, while Construction Labor and Engineering & Supervision subindices saw smaller increases. The current CEPCI value is 5.8% higher than the corresponding value from Dec. 2025. Meanwhile, the Current Business Indicators show increases in the CPI output index and the CPI operating rate for May 2024, and an increase in the CPI value of output for April 2024.
